Rexing V1P problem with SD card

I just bought the dash cam (Rexing V1P 4K) and realized that dash cam is off whenever I insert/remove the sd card. Is that expected behavior?

  The device should be powered off prior to inserting or removing a SD Card so no error can happen with writing on the card.
